Most estates were assembled over years by different teams under different budgets, and no single person now holds the whole picture. That is not a failure of competence. It is what happens when infrastructure outlives the org chart that commissioned it.

The pattern repeats in every organisation we are called into. Hardware quietly past end of support. Backup that has never been restored under production load. A power bill growing faster than the workload that justifies it. Each gets treated as a separate problem by a separate supplier, which is precisely why all three persist.
